The project originated following the Uitermark motion in March 2024, co-submitted by Uitermark of NSC, Mutluer of PVDAS/GroenLinks, Van Nispen of the SP, and Michon-Derkzen of the VVD. This motion requested the government to promote the establishment of an expertise center/reporting point for organized and violent sexual abuse of children. The goal was to strengthen the detection and prosecution of these perpetrators and to develop more expertise. The motion called for confidential reporting and support for victims and explicitly involved Stichting Misbruikt! and the Knowledge Center for Organized Transgenerational Abuse. Violence in the planning and coordination. Despite requests from many involved organizations, the conclusion of the Hendriks Committee that organized sexual abuse exists in the Netherlands, and a decision memorandum accompanying the parliamentary letter, the Ministry of Justice and the Ministry of Health, Welfare and Sport decided not to establish a knowledge center. Therefore, Stichting Misbruikt! took the initiative itself, with the support of many other organizations.
With a focus on expertise based on lived experience and collaboration, Stichting Misbruikt!, Stichting Spotlight, the KTGG, Stichting Lisa Tegen Georganiseerd Kindermisbruik, and all collaborating organizations have been providing professionals with information, knowledge, and best practices for years. In the new Expert Center, this knowledge is being expanded, consolidated, and shared. Our vision is a society in which organized abuse is acknowledged and actively combated, and in which victims are heard with trust and respect.
